A substantial modification makes you a manufacturer under the Regulation, with your own file and declaration. The boundary of "substantial" is now defined in writing.

It is not a certification nor a notified-body conformity assessment, and it does not replace procedures involving a third party. Where your machine requires one (Annex I), the report prepares the documentation that body will review.
