Scope
Your current technical file follows the Directive. The Regulation demands new requirements that file doesn't cover. The responsibility is yours, not your usual engineering firm's.
A substantial modification makes you a manufacturer under the Regulation, with your own file and declaration. The boundary of "substantial" is now defined in writing.
The Regulation assigns you explicit documentary verification duties before placing on the market. "The manufacturer will know" is no longer a valid answer.

If the report identifies no actionable gap in your file, the second 50% is not due.
A file that is already compliant is excellent news, and we put it in writing.
It is not a certification nor a notified-body conformity assessment, and it does not replace procedures involving a third party. Where your machine requires one (Annex I), the report prepares the documentation that body will review.
The declaration of conformity is always signed by the manufacturer: that is how CE marking works. Our job is engineering-grade documentary support so you sign it on solid ground.
